Civic issues
Topics getting the most attention in Hope Mills public meetings, ranked by how frequently they come up.
County Planning Services Cost Increase
The town pays Cumberland County for planning services under an interlocal agreement, now down to $60,875 from $93,915. Negotiations to lower it further won't finish before the budget is adopted, so savings would show up next fiscal year.
Civility and treatment of police department
Commissioner Hamilton publicly apologized to Police Chief Dollinger for disrespect shown at the August 17 meeting, and three public speakers echoed concerns about how the board, HR, and finance staff treated the chief.
Town placed on state Unit Assistance List (UAL)
Hope Mills is now on the Local Government Commission's monitoring list after its FY2025 audit. Officials say it's coaching, not a takeover, and they'll meet regularly with the LGC through 2027 to get off the list.
State auditor findings and budget amendments
Two amendments totaling about $67,000 fund police training, equipment, and K-9 costs without touching taxpayer dollars. Chief Dollinger noted roughly $200,000 saved over two years by using forfeiture funds.
Municipal audit contract for FY 2026-27
The town's independent annual audit is a required check on how public money is handled. The board was scheduled to approve the contract with Sharpe Patel, CPA covering the FY 2025-26 scope of work.
Tax Increase and Town Manager Contract
The town is trying to adopt a balanced budget by June 30 after cutting about $2.2 million from the original $22.5 million proposal. The remaining roughly $1 million gap would take a 5-6 cent property tax increase — about $13-16 a month for the average homeowner. Several commissioners now say a tax hike is unavoidable.
